Legislative Update
November 2013
The 2013 legislative year has come to an end. Two bills that would have had a positive impact on our Union were vetoed by Governor Jerry Brown. AB 729 (Evidentiary Hearings) and SB746 (Rate Review). These two bills would have given UNAC/UHCP an advantage in its efforts to provide you with the best representation possible. AB 729, authored by Assemblyman Roger Hernandez, would have created a new evidentiary privilege relating to union agents and represented employees. SB 746, authored by Senator Mark Leno, would have established new data reporting requirements on health plans and health insurers selling in the large group market and new specific data reporting requirements related to annual medical trend factors by service category.
